"Judges and Judging" 1 Corinthians 5:1-13

Is Jesus' quote, "Judge not that ye be not judged" the end of any and all discussion? Is He telling us never to evaluate or discern what is good? While Christians know that's not what Jesus means, do we understand, undertake, and evaluate the kind of judgment to which Jesus calls us?
